Health Information Exchange (HIE) involves the electronic sharing of clinical information among multiple healthcare information systems and providers. Information’s meaning is not lost during the exchange (Esmaeilzadeh & Sambasivan, 2016). HIE was launched as part of healthcare sector reform. It aims at enhancing clinical data’s accessibility and retrieval to improve the quality of patient-centred care. While HIE has been embraced in the healthcare sector, this discussion presents barriers to health information exchange and their effect on this process.
The first barrier facing HIE is the lack of finances required to maintain the system resulting in the absence of the necessary support such as technical support. The second barrier involves a lack of efficiency/workflow. Although HIE focus on enhancing the quality of patient care, it does not guarantee efficiency. Thus, HIE does not improve the quality of patient care. Instead, HIE leads to fewer tests in patients who require tests since they are diagnosed and treated based on available health care data (Kruse et al., 2018). Another barrier facing the implementation of HIE involves a technical barrier to lack of technical facilitation, including simplified single login, enhancement of workflow through training, and adequate technical assistance. Furthermore, HIE faces the challenge of privacy concerns due to a lack of policies to promote data sharing privacy (Akhlaq et al., 2016). Finally, it’s challenging for the stakeholders to measure HIE’s value to determine if it’s meeting its goal of improving the quality of patient care. These barriers have an adverse impact on HIE. Lack of the required finances, lack of efficiency/workflow, technical barrier, privacy concerns, and challenge in measuring HIE’s value compromises interoperability. Hence, it is challenging for multiple information devices, systems, and applications to exchange, access, and integrate clinical data.
