Competing needs affect the development of policy healthcare. Competing needs might include those related to workforce, resources, and patients. Health organizations must ensure adequate availability of resources for efficient delivery of healthcare services. At the same time, they may be responding to unforeseen needs, as evidenced by the recent Covid19 pandemic. In this case, health organizations were forced to ensure prioritized allocation of scarce resources to promote optimum public health. Health organizations also exist to meet the needs of their workforce. At the same time, they must maintain their profitability in service provision to their diverse populations using the scarce resources(Jarosinski et al., 2022; Taylor & Terhaar, 2023). Such demands affect the policies adopted in health organizations since a focus is placed on the most pressing needs.

The selected national healthcare issue is nursing shortage. Several competing needs may affect policy development to address nursing shortage. One of them is the increased focus on health promotion and disease prevention, which lowers the need to address nursing shortage. Currently, most states are recovering from the effects of covid19 pandemic. Most of their focus is on ensuring health promotion for the diverse populations. This acts as a competing need since policies to address nursing shortage may not be prioritized over those for health promotion.
The other competing need is scarcity of healthcare resources. Most health organizations experience shortage of the resources that they need. The shortage arises from the complex demands from all areas of service delivery, which may affect the adoption of policies to address nursing shortage. For example, a hospital would prioritize its scarce resources to addressing issues such as the purchase of pharmaceuticals and non-pharmaceuticals over nursing shortage, as they determine their operational success(Pappas et al., 2023). Therefore, scarce organizational resources shift the focus of health organizations policies from nursing shortage to those issues that affect their daily operations.

Then, describe any specific competing needs that may impact the national healthcare issue/stressor you selected. What are the impacts, and how might policy address these competing needs?
